The Jacobite leaders planned to have three simultaneous risings: in the south-west, north of England and Scotland. The south-west rising was to be the main effort lead by James Butler, 2nd Duke of Ormonde along with Henry St John, 1st Viscount Bolingbroke and George Granville, Lord Lansdowne. By seizing Bristol and Plymouth, the Jacobites would have had a firm base close to the Continent. However, they hesitated too long giving the Government time to seize arms and gather up troops. Ormonde and Bolingbroke fled into exile abandoning the rising in the south, which made Mar's efforts in Scotland the primary campaign.
