Cunliffe lived in Portsmouth for most of his career. He is best known for his highly detailed paintings of military subjects, some of which are regarded as amongst the best military paintings of the mid-nineteenth century. He also painted Scottish subjects including a piper and scenes which featured Scottish regiments.
