This photograph was published in the magazine, 'Picture Post', in April 1939, as one of a series of articles on British cities. It shows Glasgow’s Labour councillors at tea in the civic chambers. On the right is Sir Patrick Joseph Dollan (1885-1963), who served as Lord Provost between 1938 and 1941. He was the first holder of the office to come from an Irish Catholic family. On becoming Lord Provost in 1938, he declared his intention to raise Glasgow's international status.
